Growing up in Shorewood Heights, Wisconsin, Harley attended Atwater
High School. He lettered in baseball, basketball and football
and was a member of the Lettermen's Club.
He entered Lake Forest in 1955 and went on to earn four letters in football, three in baseball and one in wrestling. In football he was All-Conference for both defense and offense, was All State and Honorable Mention All America. Most Valuable Player in 1958, he set the conference and the College record for total number of yards in one year. He finished his baseball career with a .300 plus batting average.
Harley was equally active off the field. Vice president of his freshman class and president for his final three years, he was also president of the scholastic fraternity Beta Beta Beta. A member of Kappa Sigma, he also served as business manger for the Forester yearbook, was a member of the Athletic Board of Control and was a resident assistant. For his accomplishments he was elected to the Iron Key Society and was chosen for Who's Who in American Colleges. Before his senior year, Kappa Sigma awarded him the Roy C. Osgood Scholarship for outstanding leadership.
Graduating with a biology degree, Harley went to the Universityof Wisconsin Medical School and received his M.D. He did his internship and residency in pediatrics at the University of Washington. He served in the Air Force from 1966 to 1968. When he returned he became a pediatrician at Richmond Pediatric Clinic in Seattle, Washington.
