Growing up in Lake Forest, Illinois, Garfield attended Deerfield Shields High School where he was an active student.

He entered Lake Forest in 1920 and went on to earn two letters in basketball and four in football.  He was elected captain for the 1923 season.  He was a member of Phi Pi Epsilon and Iron Key.

After graduation, Garfield captained the Waukegan Elks football team.  The team won the Midwest Football League Championships two consecutive years.  Under his captainship, the Elks only had one loss.

After his football career, he served Lake County in a variety of roles.  In 1928 he took a position as a clerk in Lake County.  From 1934 to 1938 he served as deputy county treasurer and then became County Treasurer in 1938 until 1942 when he served as Coroner from 1944 until 1950.  Garfield then won the election for County Clerk in 1950 and held the position until his retirement in 1966.  He served his alma mater as a class agent for Alumni and stayed active golfing and fishing.
